The website architecture provides for a future digital community-elections capability, including diaspora participation where an authorised community body determines that online voting is appropriate. No binding election should use the module without clear governance, eligibility controls, privacy safeguards and independent certification of the process.

Governance-first implementation

The existence of this page does not mean an election is currently open. An active election should appear only after the recognised organisation and its duly appointed electoral authority publish the rules, offices, timetable, voter eligibility and complaints process.

Minimum Electoral Controls

  • Clear legal or constitutional authority for the election and the electoral body.
  • Documented voter eligibility and a controlled voter register.
  • Candidate nomination and publication rules.
  • Strong authentication and prevention of duplicate voting.
  • Audit trails that protect ballot secrecy while supporting integrity checks.
  • Defined opening and closing times, result certification and publication controls.
  • Complaints, appeals and incident-handling procedures.
  • Accessible participation routes for eligible voters.

Privacy and Data Protection

Voter identity and voting information create high-risk personal-data processing. The project blueprint requires a Data Protection Impact Assessment before the elections module is built or used for binding elections. Personal data should be minimised, access-controlled and retained only in line with an approved election and data-protection framework.

Election Archive

When authorised elections take place, this section should preserve public electoral documents, key dates, candidate information, certified results and material corrections while keeping private voter data out of the public archive.
